Pelican Rapids board hears explanation of "L" levy mechanics and encourages advocacy on state bills

District finance staff reviewed local optional revenue (commonly called "L"), operating referendum mechanics and pending state legislation that could affect district revenue.
"The first one is uh 724 per pupil. Um, and originally before 2019 that was I believe it was $424 and then in 2019 they increased it by $300 per pupil giving us the maximum of 724," Mr. Martinez explained when describing the components of local optional revenue. He said the state currently pays roughly 49% of that amount through equalization.
Martinez reminded the board that amounts above $724 per pupil require voter approval through an operating referendum. He also noted the district's 2019 operating referendum for an additional $315 per pupil runs for 10 years and is scheduled to expire in 2029; the district is exploring renewal options.
On legislative advocacy, Martinez asked the board to consider supporting bills that would change how the levy base is calculated, specifically to include seasonal recreational property in the computation so the tax burden would be spread more broadly across the district's tax base rather than concentrated on homestead, business and farm classes.
Board members requested clear talking points and impact estimates for community conversations; Martinez offered to provide breakdowns and meet individually with board members who plan outreach to legislators.
