Collier said the repeal is housekeeping to remove nonfunctioning statutory language; the agency still conducts pest and invasive‑species work (entomology, containment of emerging threats such as the spotted lanternfly or other invasive pests) and can continue interstate cooperation absent the compact. Committee members asked about historical records and where to find prior statutory text; Collier pointed to state law library resources and online archives that reach back to 1989. No formal action was taken at the session.
