OKLAHOMA CITY — A substantive debate over how to staff a citizens oversight committee for the district’s $955 million bond dominated part of the March 9 Oklahoma City Public Schools board meeting.
Tony Childers explained the proposed policy would create an oversight committee with representatives tied to board districts and additional at-large seats. Board members questioned whether the committee should prioritize geographic representation from each district or prefer technical expertise in construction, budgets and procurement.
"I choose for expertise in the matter of money because money is the one thing this board's responsible for," Board Member Paula Lewis said, arguing that the oversight body must be able to ask detailed financial and procurement questions. In contrast, other members urged a heavier outreach effort to recruit a diverse set of applicants and to avoid rejecting candidates the community may view as representative.
Board members discussed keeping the application window open for districts that receive no complete applicants, staggering terms for over-represented districts, and whether the committee should have eight or nine members. Several members emphasized targeted outreach to community newspapers and audiences to reach underrepresented neighborhoods.
The discussion did not result in a vote; staff said the item would return with clarified language and further outreach plans.
