Hubbard County accepts MPCA reuse grant, plans project management and buys organics bags for rollout

Staff recommended soliciting project-management services in April and starting engineering/design/permit work before bidding construction, with an anticipated construction start in July and completion by June 30, 2027. Staff said the grant match was budgeted in 2026 and that current staffing levels should cover operations without immediate hiring.
Commissioners asked whether the program would require higher fees for residents; staff said existing diversion savings and project budgeting mean no immediate fee increase is expected. The board approved moving ahead with project-management procurement and associated planning work.
Separately, commissioners approved a $20,871 quote from Nature Tech to purchase 13-, 23- and 33-gallon organics bags intended to support commercial and residential organics collection under the grant; staff said the bag purchase will likely cover the program through the grant period and possibly beyond.
