Hubbard County accepts low bids for multi-road paving project and sets seasonal road restrictions

Highway staff told the board a joint package of three projects (SAP 029-640000001, SAP 029-65004 and CP029-086024) covering portions of County State Aid (CASA) routes drew nine bidders; Central Specialties Incorporated of Alexandria, Minnesota, submitted the low combined bid of approximately $3,116,611. Highway staff said the result was under the department’s $3.5 million estimate and called it “good prices, very good bids.” (Highway department representative)
The board also accepted a low bid from Northern Paving of Bemidji, Minnesota, for a mill-and-overlay and casting adjustments on County Road 116 (CP029116029) at $154,119 — higher than the county’s $130,000 estimate. Highway staff said bid results were mixed across line items, with asphalt (bituminous) prices typically driving variance.
Commissioners approved both contract acceptances by voice vote. The highway presentation included a projected late-May start for the joint paving work and mid-to-late July completion, plus a note that five projects remain to be bid later this season.
Separately, the board approved a resolution to implement seasonal road weight restrictions effective March 18, following Minnesota Department of Transportation timelines; staff said maps will be updated annually and posted online and on county social channels.
The highway department indicated it will present schedule updates and bid results to the board as each contract is awarded and work begins.
