Wendell approves dam restoration contract, sewer easement and fee-in-lieu for road paving

Mr. Coats said the easement is being granted to the City of Raleigh because the infrastructure will be public and maintained by Raleigh Water; the city will inspect construction and require contractor liability insurance. The board voted to approve the deed of easement.
On Old Tarbor Road, staff asked the board to accept a $159,000 fee‑in‑lieu payment related to paving obligations originally set by NC DOT. Mr. Coats explained that holding the fee and applying it when the Old Tarbor project is completed avoids building pavement that would later need to be removed and rebuilt to meet Wendell’s curb, gutter, and sidewalk standards. Board members asked accounting and restriction questions about how the fee would be tracked; staff said the funds would be restricted for that purpose and would be held separately. The motion to approve the fee‑in‑lieu was adopted.
