The Wendell Board of Commissioners voted to adopt an ordinance amending the Richardson Farms conditional district (CD21-10), annexing a 0.849-acre parcel at 1821 Wendell Falls Parkway and increasing the maximum allowable townhome units from 200 to 207 while changing the commercial multifamily front setback from 10 feet to 20 feet.
Planner Mr. Coats told the board the amendment adds an almost one-acre parcel to the previously approved mixed‑use master plan and adjusts the site data table to reflect the increased townhome count and setback. “The proposed amendment is consistent with Blueprint Wendell 2030,” Mr. Coats said, and staff recommended approval after technical review and a neighborhood meeting in December that drew no property-owner attendees.
Mr. Coats described the approved master plan as including up to 330 apartments, 200 townhomes (now 207), and up to 200,000 square feet of commercial space on roughly 42 acres. He said the plan provides a 10-foot multiuse path along parkway corridors and village‑green style open space; the developer revised plan tables to show required open space and confirmed that the project meets open‑space requirements despite the seven additional townhomes.
Adam Ashba, director of planning, engineering and entitlements at DRB Group, said the applicant had no formal presentation and was present to answer questions. “I’m only here in case you have any questions,” Ashba said.
Following board questions about open‑space calculations, a motion to adopt the ordinance and approve the amendment passed without recorded opposition. The amendment also includes the annexation of the parcel and the increased setback for the commercial multifamily component.
Staff said the amendment will be reflected in the town’s zoning map and that the project’s infrastructure—street pattern and utilities—was designed so the parcel could be integrated when available. Next procedural steps are ministerial mapping and updates to the town’s records; no additional conditions or required approvals were announced at the meeting.
