Resident Jared Collins told the City Council he submitted a public-records request on March 4 seeking contracts, right-of-way permits, permits, policies and totals related to Flock Safety surveillance infrastructure. Collins said his request was denied on March 11 and 12 citing security exemptions.
"My concern specifically relates to the approval of right-of-way permits for Flock Safety infrastructure earlier this month," Collins said. He emphasized that he narrowed his request to non-sensitive records and asked the city to release contracts, permits and policies that do not compromise public safety so the community can understand what data is collected and how it is used.
Collins told the council he was not opposed to public-safety tools but urged clearer communication and broader public access to non-exempt portions of the records. He referenced the Algo roadway cameras as an example where public-facing feeds inform residents about conditions.
Mayor Walt Maddox acknowledged the issue and thanked Collins for his interest, saying the subject is evolving and that the council appreciates citizen engagement. The council did not take formal action at the meeting; Collins said he is seeking a response that clarifies which records are considered non-exempt and how the technology benefits the public.
The request and the city's response are a public-records matter; Collins asked the clerk’s office for further clarification and for city staff to specify what non-exempt information can be released without creating a security risk.
