At its March 26 meeting the Champaign County Board approved a package of routine and programmatic actions, including contracts, grants and an ordinance on liquor-license fees, and gave direction on several ARPA-funded projects.
What the board approved
- Resolution 2026-59: amended the number of authorized deputy sheriff positions (adopted).
- Resolution 2026-60: approved a cost-sharing agreement with the cities of Champaign and Urbana and the Village of Savoy for two residential electronic-collection events and a household hazardous-waste collection in 2026 (adopted).
- Resolution 2026-61: approved submission of the annual Solid Waste Management Plan report to the Illinois EPA (adopted); staff noted 2026 is the first year for required annual reporting under updated IEPA expectations.
- Resolutions 2026-62 and 2026-63: awarded contracts for bituminous material to support 2026 county highway maintenance (adopted).
- Ordinance 2026-6: amended county rules to increase alcoholic-liquor license fees by 7% (adopted); the presenter said the last fee increase was about 20 years ago and a 7% across-the-board bump was chosen to be meaningful but not double-digit.
- Resolution 2026-66: authorized payment of claims (adopted); one member noted that approving payment of claims does not substitute for the statutory auditor review.
- Resolutions 2026-67/68/69: omnibus approvals related to Section 5311 grant agreements and downstate operating assistance to continue rural transit (SCAT) services; staff said IDOT permits the application process to continue but the county needs a final audit by June 30 to secure next fiscal-year funding (adopted).
- Resolution 2026-70: awarded a contract to demolish the old nursing home at 1701 East Main Street (the former Poor Farm). Several board members and preservation advocates asked staff to salvage and relocate key elements — the Spanish-American War Memorial and the building cornerstone — and staff said they planned to attempt removal and reinstallation and to pursue interpretive signage and a memorial for interred residents (adopted).
ARPA direction: LIHEAP and doorbell distribution
Board members directed staff to transfer $150,000 from the 'sleep' community-violence-intervention bucket to LIHEAP to assist low-income households, and gave general approval to purchase a stock of Ring doorbells (or similar devices) to distribute at events targeting low-income neighborhoods and renters so long as distribution prioritizes target communities. The board clarified the remainder of 'sleep' funds could be used to expand eligibility to renters and pursue different distribution methods.
What remains pending
Several items require follow-up: staff will seek documentation for Garden Hills and Sangamon Valley projects to meet federal reporting; the board asked for a monthly spend-down projection for broadband/Volo; and the low-hurdle small-business-grant recipient was given a June 15 deadline to spend award funds or the board will reallocate them.
Votes and process notes
Most actions carried by voice vote or roll call as recorded in the minutes. The demolition contract approval included commitments from interim facilities staff to coordinate with PACA and to attempt salvage of historic elements where feasible. The board also postponed approval of the February 19 minutes to allow corrections.
