Council appoints two residents to Dallas Center committee and backs study of a village administrator

The council voted to appoint Lynette Garrett and Aaron Carnahan to the Dallas Center Committee after Speaker 3 proposed a data center committee composed of council members Anna Howe, Eric Lane and Speaker 3.

"The data center committee members will be made up of the following council members, Anna Howe, Eric Lane, and myself," Chair (Speaker 3) said before moving to appoint Garrett and Carnahan. The clerk conducted a roll call and recorded the motion as carried.

Members also voted to form a council committee to research whether the village should hire a full-time village administrator. "I'd like to make a motion that we form a committee within the council to research or maybe even recommend the need to hire a village administrator," Committee member (Speaker 5) said; the motion was seconded and carried by roll call with a majority in favor.

During discussion, councilors cautioned that legal authority and statutory limits would need to be checked before any change in staffing structure. Committee member (Speaker 6) noted the council should "check the legalities" because the roles and authorities of a full-time mayor and an administrator can overlap under village law.

Separately, Speaker 4 moved to accept, adopt and publicly post rules of order prepared by the village rules-of-order committee. Members discussed having the village IT staff and clerk post the rules and meeting minutes online so records are available to the public.

The meeting schedule was adjusted for follow-up: members deferred appointing additional committee seats to the next meeting and asked staff to provide legal guidance on the administrator proposal. The meeting concluded with a motion to pay the bills and adjourn.
