Beach Haven council advances sewer cleanouts ordinance and approves consent agenda, bills

In its Jan. 12 regular meeting, Beach Haven council introduced Ordinance 20261C (first reading) to prohibit sewer cleanouts in sidewalks or driveways and unanimously approved the consent agenda and a $381,958.56 bills list. Several routine resolutions and change orders were adopted.
Following the special CDBG hearing, the Beach Haven Borough Council moved into its regular meeting on Jan. 12. Council approved minutes from the Dec. 30, 2025 meetings and took several routine actions, including advancing an ordinance and approving consent agenda items and the bills list.
Ordinance 20261C was introduced on first reading to amend chapter 163 (sewers and sewer utility) of the borough code to prohibit sewer system cleanouts in sidewalks or driveways for new construction or substantial renovations. Council discussed examples where cleanouts lined up with sidewalks on a development site and said the ordinance aims to prevent that configuration. As a first reading, there was no public comment recorded; council members then moved the ordinance forward on a roll call vote.
Council read and approved a consent agenda that included Resolution 34 (application to the Department of Community Affairs for recreation grant funding for the Pearl Street restroom replacement project), Resolution 35 (providing beach badges to volunteer first responders), Resolution 37 (appointing Trinity Code Inspections as acting building subcode official and authorizing an agreement), change orders for the Beach Haven Public Library handicap ramp and final change order for the 2024 drainage improvement project (Angleside/Engleside/Third/Fifth Streets), and authorization to advertise for bids for various capital projects. Council also adopted Resolution 42 opposing ongoing increases to state gas taxes and fees affecting Ocean County residents.
A bills list in the amount of $381,958.56 was presented and approved by unanimous roll call. All recorded votes for minutes, the ordinance first reading and consent and bills approvals were affirmative from the five council members present (Miss Anderson, Mrs. Ball Miller, Mr. McCaffrey, Miss Snder and Mayor Lambert).
The council closed public comment for the regular meeting, offered brief final remarks about upcoming Bay Avenue infrastructure work and the borough’s 250th anniversary programming, and adjourned.
