Board approves multiple contracts; trustees debate Renaissance Learning purchases and ask for after‑school effectiveness data

Trustees discussed Renaissance Learning (Accelerated Reader / STAR assessments) purchases used by elementary and middle schools, clarifying that site principals select participation and that the product suite includes AR and optionally Freckle Math. One purchase order (Mesa Robles Middle School, PO P2W2670356‑1 for $10,466) was specifically requested to be tabled so the board could obtain additional timing and vendor details. Staff said sites may select different components of the Renaissance suite and that the district has used the platform for years.

Trustees raised broader questions about after‑school spending: staff said approximately $15 million is allocated across vendors and programs, and trustees asked for evidence of program effectiveness (student progress measures, evaluation cadence) when contracts are renewed. Staff noted many purchase orders are for existing contracts and suggested deeper evaluation could be performed at procurement or renewal time.

The board ratified a licensing agreement for an AI chatbot (Epitigy Inc.) for up to $23,400 and approved construction management and labor compliance services for the adult education office renovation (not to exceed $263,800), with staff noting marginal‑cost billing advantages for an existing firm over bringing in a new mobilization. Trustees also ratified Measure BB bond expenditures on the consent calendar.
