He said the project is being built in two phases: the main building (phase one) will be completed first, and the contractor will then remove the old facility to construct the large‑animal barn, additional parking and pasture in phase two.
The change‑order explanation: Edmonds outlined Change Order No. 4, with 22 additional calendar days (plus one weather day) and a $269,563 net increase. Items included updated aluminum door frames to improve durability and hardware clearance, work tied to installing an incinerator (slab, electrical and gas extensions — budgeted from development services, not the MAPS allocation), transformer relocation required by a larger emergency generator, sanitary and plumbing enclosures (CMU chases), upgraded integral stainless surgery countertops for infection control, minor elevator savings, and steel upgrades over some openings to support play‑yard doors. Edmonds noted change orders 1–4 total an increase of 3.9% above the original contract and that phase‑one substantial completion dates moved (substantial completion now May 11 for final completion; phase‑one main building completion listed in schedules later in the year).
Board action: Staff recommended approval of Change Order No. 4 with Crossland Construction Company. The board voted to approve the corrected change order (the corrected amount is $269,563 and 23 calendar days), and the chair declared the motion passed.
What it means: the project remains active and near the milestone of drying‑in the first portion of the new building. Staff indicated furniture and some finish choices will follow project completion and that the incinerator costs are to be covered from development‑services funds rather than MAPS operating allocations.
