Council later approved Item F—the scope is design work for a new city hall and renovation planning for the existing building—by recorded roll-call vote (the motion passed 4–2–1 with one opposing vote recorded during roll call). Council discussion clarified that the contract awards tonight are for design only and any construction would return for appropriations.
On housing regulation, Principal Planner Jim Petches presented state‑driven amendments to the city’s ADU rules (reduced timeframe for completeness determinations, fee exemptions for small ADUs, new owner‑occupancy clarifications and sprinklers guidance). The council introduced the ADU zoning amendment and approved first reading (recorded vote 4–1), sending the ordinance through the standard adoption process.
