Committee members said the policy expands the existing K—2 language to K—12 and adopts a bell-to-bell standard in which devices are not allowed from the start of instructional time through dismissal. The draft lists carve-outs consistent with the law for IEP/504 accommodations and other exceptions the superintendent or designee may approve.
Board members and committee members raised several clarity issues: inconsistent terminology ("communication devices" vs. "communication technology devices"), a sentence with a missing word that rendered an exception clause unclear, and whether the bulleted exceptions are exhaustive. The committee said it will reconcile wording with statutory definitions and return with a cleaned-up version for second read.
Policy committee members also reported they are working on mandated parental-rights postings and a separate AI policy; the committee said it wants to include student voice as it develops AI guidance specific to the district.
Trustees approved the set of policy items for first read and agreed to have the policy committee refine language ahead of the next meeting.
