Board approves lease–leaseback and construction agreements for New Vista Middle School, awards HVAC change order

The Lancaster School Board voted to move the New Vista Middle School modernization into the construction phase by approving a lease–leaseback resolution and related construction agreements.
Matt Wham, director of planning at CFW, told the board that county rules require a resolution to enter a lease–leaseback for school construction and that the district had selected Biola as the contractor following pre-construction interviews and rankings. "When we selected Biola for the pre-construction, we went through a series of interviews and rankings," Wham said, describing the selection and the recommendation to enter the lease‑leaseback to begin construction.
Board members then approved an amendment and an agreement with Viola (listed in agenda materials as the construction services contractor) and carried the motions 5-0. The board also approved Change Order #2 with Medallion Incorporated for HVAC installations at an elementary school earlier on the agenda.
CFW representatives answered brief questions about previous work with the contractor; Wham said the firm had worked with Biola on multiple past projects and reported no prior issues. The motions moved forward without recorded dissent.
Trustees and staff said they will provide further construction oversight and reports back to the board as projects progress; no construction schedules or dollar amounts beyond agenda summaries were discussed in detail during this portion of the meeting.
