CBOC: Measure GG fully expended; Measure I funding and Inglewood High rebuild move forward

The Citizens Bond Oversight Committee on Jan. 30 heard staff say Measure GG is essentially exhausted and received a detailed accounting of Measure I spending and projects.
Raphael Guzman, who presented the Measure GG summary, said the combined revenue for Measure GG—including interest—totaled about $94.7 million and that "every dollar that's also expended through the bond measures is also audited from an independent auditor." Guzman said Measure GG has been recorded and accounted for on a line-by-line basis and that invoices are available for committee review.
Guzman and Jordan Miles, the district's executive director of construction and facilities, outlined Measure I, the 2020 voter-authorized program capped at $240 million. Guzman explained the issuance process and said the district initially issued roughly $165 million and later requested the remaining authorization (about $75 million) to support projects already under construction. "Inglewood High School is fully underway," he said, describing the reconstruction as a roughly $232 million project with work staged in multiple packages and construction already in progress.
Miles provided period spending detail: for the reporting window he said the program expended about $9.3 million, with roughly $4.7 million in that period going to the Inglewood High rebuild and site-specific expenditures at Bennett Q (about $640,000), the Child Development Center (about $480,000) and Oak Street. He described contractors and procurement steps: Bennett Q's general contractor was selected (PCN3), the CDC general contractor is the Nazarian Group and the CDC is a modular-permanent building with Silver Creek noted as the modular manufacturer.
Staff also identified notable single-site expenditures cited in the presentation: Oak Street accounted for roughly $10.4 million from Measure GG historically; Highland saw about $350,000 for playground and restroom improvements; and districtwide projects absorbed the remainder. Guzman emphasized that auditors will sample invoices to verify that expenditures conform to bond language.
Why it matters: The CBOC's role is oversight and public reporting. Committee members and members of the public pressed staff on how community expectations will be met now that Measure GG funds are expended and Measure I is heavily committed to major projects. The district said additional funding sources (state grants and developer contributions) are being used where applicable.
Next steps: Miles said design packages for the Inglewood High project have been submitted to the Division of the State Architect and the district expects DSA approvals and subsequent GMP negotiations this spring. The committee approved its minutes and later the annual report (with modifications) and will continue to monitor audits and expenditure reports.
