Board approves intergovernmental stormwater agreement with city and watershed district

The Edina Public Schools board approved an intergovernmental agreement on March 9 to participate in a regional stormwater facility being designed by the city and watershed partners.
Director of Finance and Facilities Mard summarized prior discussions on the issue, noting that the city proposed a regional solution rather than the district constructing a stand-alone facility for a tennis-court project. The watershed and city have been working on a design; the Minnehaha Creek Watershed District approved the plan and the city council has approved it. The agreement gives the district the option to withdraw and build its own facility within 30 days of receiving the city feasibility study; the city is required to return the facility to current condition or better after construction.
Mard said the city agreed to pass stormwater credits to the school district. Board members asked whether the regional solution would facilitate future campus construction without district-implemented stormwater systems; Mard said an oversized regional facility could negate the need for district expenditures for future projects and noted a $200,000 change order was avoided on the tennis-court project by relying on the regional approach.
Board members requested periodic updates and milestone notifications as the city’s feasibility study and construction progress. The board voted by roll call to approve the agreement.
