The National Capital Planning Commission voted on May 7 to approve preliminary and final site and building plans for a commercial vehicle inspection facility on the Pentagon campus in Arlington, Va., with staff comments intended to refine landscape and pedestrian connections.
Laura Shipman presented the submission on behalf of Washington Headquarters Services; staff said the project replaces a temporary secure access lane and mobile restroom trailer and will improve operations and security at the Columbia Pike/911 Memorial entrance. Design changes made after NCPC concept review included minimizing the inspection canopy’s visual mass, switching the facade material to a metal panel that better reads as a service background building, and improving restroom circulation and privacy.
Shipman noted that Virginia’s State Historic Preservation Officer concurred with the applicant’s finding of no adverse effect and that the Commission of Fine Arts raised no objection. In response to public comment, the applicant replaced two plant species with common milkweed and little bluestem to support pollinators; staff found the revised palette generally consistent with the NCPC pollinator resource guide while retaining necessary bioretention species for stormwater and security sight‑line requirements.
One public commenter urged broader adherence to NCPC pollinator best practices and requested removal of additional nonnative plants; the commenter said only two of 13 plantings were changed and asked that the applicant remove remaining nonnative species where feasible. Commissioners praised applicant responsiveness to previous feedback and the design refinements that balance security, function and the project’s setting. A motion to approve preliminary and final plans was moved and seconded and carried by roll call.
NCPC staff recommended coordination with local and federal transportation authorities to improve the pedestrian connection along Columbia Pike to the 911 Memorial and suggested wayfinding and vegetative screening measures as part of future planning for the Pentagon Reservation Master Plan update. The approval includes staff comments to be addressed as the project proceeds toward construction.
