The Sayreville Economic and Redevelopment Agency voted March 12 to execute a certificate of completion for the Parl Section One urban renewal LLC project (also identified as the Traml Crow project) in the Hercules redevelopment area under Resolution 2026.03.09.
During discussion Commissioner Roberts asked whether all pilot payments required under the redevelopment agreement had been made. Staff said they did not have the specific pilot‑payment total at the meeting and agreed to request a report from the chief financial officer showing annual pilot payments that have been received and to consider forwarding that summary to the borough council.
Agency staff described a certificate of completion as the formal determination that a redeveloper has satisfied the obligations in the redevelopment agreement — a separate, agency-issued finding from a municipal certificate of occupancy. After commissioners confirmed their questions were addressed, the board approved the resolution by roll-call vote.
