Commissioners asked to add Deaverview Mountain acquisition to consent agenda after grants secure purchase

Allison Dains briefed the Board of Commissioners on the county’s plan to acquire Deaverview Mountain and asked that a resolution authorizing the purchase be added to the 5:00 p.m. consent agenda.
Dains said Southern Appalachian Highlands Conservancy secured a Land and Water Fund award of about $4.5 million and that the county applied for an Outdoor Recreation Legacy Partnership (ORLP) state match; the county previously allocated approximately $7.7 million in general obligation bond funds toward development of the property. Together with SAHC’s acquisition funding, she said the partners now have encumbered grant funds sufficient to move forward with closing.
The property described in the briefing is roughly 342 acres with about 319 acres planned for a conservation easement and a small non-easement area intended for limited access development—parking, restrooms and viewing platforms. Dains highlighted proximity to Asheville (about 5.2 miles) and described the envisioned park and viewing opportunities.
Dains asked for consensus to add the acquisition authorization to the consent agenda and received support from commissioners to do so; she noted she would not be present at the 5:00 meeting and that Assistant County Manager Tim Love would attend for further questions and the formal agenda item.
The board made no formal vote during the briefing beyond agreeing to place the resolution on the consent agenda; a future consent vote is required to complete the acquisition.
Next steps: staff said the acquisition resolution will appear on the 5:00 p.m. consent agenda and that detailed project-development and funding documentation will follow as part of the contract and closing process.
