Guam EPA outlines $4M EPA-backed tire-removal IFB, CDBG-DR plan for hardened hazardous‑waste site, and DPW recycling update

Acting Administrator Glenn Smith told the Guam Environmental Protection Agency board on March 19 that US EPA has approved $4 million for an invitation for bids to remove and ship used tires and scrap metal off-island.
"$4 million was approved by US EPA," Smith said, explaining the IFB (submitted March 27, 2026, per his statement) would cover removal, mobilization of equipment, processing, site certifications, and handling of recovered materials for off‑island shipment.
Smith also said the agency submitted a notice of interest to the Guam Homeland Security office in Civil Defense to qualify for a Community Development Block Grant — Disaster Recovery mitigation grant to build a hardened, permanent household hazardous‑waste collection facility on roughly one acre at the proposed environmental resource center. The CDBG-DR portal for applications was scheduled to open March 30, and Smith said homeland security had indicated the EPA plan could be folded into the hazard-mitigation plan, improving eligibility.
On abandoned-vehicle removal and recycling, the board discussed progress by the Department of Public Works and private recyclers. Smith said site visits showed recyclers able to de-pollute, crush and containerize vehicles for shipment when procurement is complete; some recyclers already have permits with the agency.
Board members asked for follow-up reports on IFB procurement, contract timelines, and DPW’s RFP progress. Smith said staff will provide updates at future meetings.
