Belvidere council approves annexations, $1.3M street appropriation and multiple capital contracts

At its May 4 meeting the Belvidere City Council approved a broad set of administrative and capital measures: annexations for properties near Hawkeye Drive and Irene Road, code clean-up amendments, a $1,300,000 appropriation of motor fuel tax funds for street maintenance, a professional-services contract for initial Appleton Road grade-separation engineering not to exceed $2,099,853, and a series of smaller purchases and contracts.

Key votes included second readings and roll-call approval of Ordinances 755H and 756H (annexations), Ordinance 760H (zoning/subdivision code clean-up), Ordinance 762H (rezoning 1014 Irene Road to planned industrial) and a related planned-development special use for that address. Council also approved Resolution 2026-14, authorizing the third amendment to the EMS staffing and ambulance agreement with Metro Paramedic Services Inc.

The council approved procurement and capital items forwarded from committee: purchases of Glock handguns and accessories ($3,989.21), Safariland vest plates ($21,996), Lexipol policy-management software and a one-year contract structure (about $37,841.60), a breathing-air fill-station component ($16,545), low bids for landscape maintenance ($27,990), tree work ($54,600) and annual sidewalk replacement ($219,800). The city attorney said he negotiated changes to a vendor contract to ensure compliance with Illinois prompt-payment requirements and to remove an automatic-renewal clause; the contract will be limited to a one-year term with an option to renew.

Council also approved a motion to accept a $2,500 donation from Walmart and to transfer $1,000 to the police department and $1,000 to the fire department from the Heritage Day line item; the council recorded that the intended uses of the donation were not specified. Event and block-party requests (including a parade June 7 and two September block parties) were approved.

Next steps: staff will execute the engineering contract and begin phase‑1 work on the Appleton Road project, submit the FRA application funded at $4,000, and implement the awarded public-works contracts. Several items require follow-up permits or further administrative steps (e.g., EMS contract amendment execution, vendor performance and project reporting).
