"To me, having a bar and a gas station is crazy," Hoynes said, arguing the proximity of fuel and a drinking establishment raises drunk-driving risks. City staffer Gina, who reviewed the site conditions and permit language, told the council the ordinance intentionally limits the special use to a small footprint so it cannot expand into a full bar: the approval is tied to a site plan and square-footage limits rather than a machine count.
Council members asked about the number of gaming machines; staff said the city limited the permitted area and did not set a specific machine count, noting the gaming company typically specifies what will fit within the approved space. Some members also referenced recent shifts in licensed establishments citywide and the influence of nearby larger venues on local businesses.
After discussion of conditions and compliance language, the council voted to approve the special-use permit; the clerk recorded the motion as passing with eight votes in favor. The ordinance included explicit conditions that applicants must meet before opening.
