Romeoville approves property exchange and easements to build new water tower for Lake Michigan project

The Village of Romeoville approved Ordinance 26‑2048 on April 1, authorizing execution of a real estate purchase agreement, access easement agreements and temporary construction easements so the Village can build a new water tower and remove the existing tower at 1306½ Marquette Drive as part of the Lake Michigan water project.
"This is another fairly significant piece of the Lake Michigan water puzzle," Mister Vogel told trustees, describing a proposed exchange of the Village's existing tank site for an adjacent parcel owned by Herlihy Mid‑Continent Construction Company that will allow construction sequencing: the village will build a new tank, grant temporary construction easements, demolish the old tower and issue a permanent access easement to the other party.
Vogel said the agreement also allows Herlihy to store barriers and equipment on a Village lot on 135th Street to facilitate due diligence and soil borings ahead of construction. He told the Board staff remain finalizing language related to ComEd and asked that the Board approve the agreement pending Village Attorney and Village Manager review.
The Board initially approved the ordinance on the consent agenda and later amended the approval to “reflect final Village Manager and attorney review.” Trustee Griffin moved to recall and repass the motion with that amendment; Trustee Aguirre seconded. The Board passed the amended approval by roll call: Trustees Griffin, Aguirre, Chavez, Clancy and Richards voted Aye.
The ordinance directs staff to complete final contract language and move forward with property exchange and easement execution necessary for the Grand Prairie Water Commission‑related infrastructure work.
