Romulus council adopts new rules and consent agenda after heated debate over transparency

The Romulus City Council narrowly approved updated council rules and procedures on March 23 that implement a consent-agenda format, after extended debate from council members who said the change would harm transparency.

Opponents, including Mr. Wadsworth and a council member identified in the transcript as Ms. Abdo, said a consent agenda would deprive the public of hearing routine items read aloud during meetings. "Transparency means sharing information clearly so that outsiders can see how decisions are made," one council member said, arguing that the time savings were minimal.

Supporters said the consent agenda would make meetings more efficient while preserving transparency because items that need discussion could be pulled and read in full. Proponents also noted that routine items such as recurring road-closure permits and board reappointments often drew predictable, unanimous support and that those items could be handled without requiring community members to attend in person.

After the exchange, the council voted to adopt the new rules; the transcript records two "no" votes (Mr. Wadsworth and Ms. Abdou/Abdallah) with the rest voting yes. The clerk indicated many routine items (for example, reappointments to the Municipal Library Board) would appear under the consent agenda in the future.

The adopted rules adjust internal procedures but do not change city law; the resolution instructs the clerk's office on administrative handling of agenda items and allows council members to request items be pulled for discussion.
