County approves April observances, honors vital-records staff and veterans group

Fremont County commissioners approved multiple proclamations and recognized local organizations and staff during a meeting that included several unanimous roll-call votes.
The board proclaimed April 2026 as Child Abuse Prevention and Awareness Month after Charity Sers and Department of Human Services colleagues summarized prevention goals and asked residents to "wear blue Wednesdays" to raise awareness. The board also designated April 6–12 as National Public Health Week; Autumn Dver, public‑health grant and financial administrator, highlighted public-health successes and emergency-preparedness roles. The board approved a proclamation naming April 11–17 as Week of the Young Child and urged support for early‑childhood educators and programs.
Jim Sheridan of Honor Flight of Southern Colorado asked the board to designate Saturday, April 11, 2026 as Honor Flight of Southern Colorado Day. Sheridan described Honor Flight’s mission to transport veterans to Washington, D.C., said the southern-Colorado hub has a waiting list of roughly 375 veterans and noted that a single flight’s costs were described in the meeting as exceeding $100,000; the board proclaimed the day and discussed banquet ticketing and donation channels.
Public-health Director Rick Gutierrez recognized three vital‑records employees — Linda Sand, Michelle Bosch and Autumn Dver — for processing nearly 1,200 birth certificates and more than 4,000 death certificates in the last year and for receiving a perfect 100% score on the state application audit. "Perfection is not an easy accomplishment," Gutierrez said as commissioners invited the staff forward for a photo recognition.
Separately, the board approved a malt, vinous and spirituous special-event permit for the Royal Gorge Chamber Alliance’s business-after-hours on April 9, 2026, at Colorado Shed Company in Penrose after a staff review and sign-offs from the sheriff, county attorney and public health. The board also approved a single procurement award for dust-suppressant (Dust Guard liquid) from Envirotech Services LLC at $1.70 per gallon to be picked up and applied by county crews.
All proclamations and the permit and procurement award were approved by roll call; motions were moved and seconded during the meeting and recorded as consent or new-business votes. Commissioners used those votes to publicly endorse community-education campaigns, veteran-support fundraising and recognition of county staff performance.
The proclamations and recognitions are ceremonial actions that the board said aim to elevate prevention, public-health outreach, early-childhood supports and veteran services across Fremont County. The county also encouraged residents to consult agency pages and the county website for more information on events and donation opportunities.
