McDermott explained the commonwealth's quota system and why a municipal vote is required to add a license within borough limits. Owner Mark Fischer described the business's operations: multiple existing locations, current brewery license with a beer‑to‑liquor sales ratio, roughly nine beers on tap at the Lititz site, a small cocktail rotation and plans to convert the brewery room into additional dining space.
Fischer said staff are trained (RAMP certification) and the business has no enforcement citations for service to minors or intoxicated patrons. He said the transfer will not change operating hours (currently 7 a.m. to 9 p.m., Monday–Saturday) and that on‑premise service will continue. Fischer noted the brewery license limits some products to Pennsylvania sources and constrains liquor sales relative to beer sales; obtaining a restaurant liquor license would give the company greater flexibility to meet customer demand.
Council asked about hours, training and whether the business planned structural changes; Fischer said the brewery area would become a dining/garden room and that he will submit the permit to remove the brewing operation. A councilor moved to approve resolution 1030 (New Holland Coffee Company liquor license transfer, license R‑18624); the motion was seconded and approved by voice vote.
