Carpinteria council approves midyear CIP adjustments as staff outlines grants and funding gaps

Carpinteria City — The City Council voted unanimously March 30 to receive a midyear Capital Improvement Program (CIP) update and approve recommended appropriations adjustments, as staff outlined project timelines, grant opportunities and funding constraints for parks, trails, pavement and facility work. The motion passed on a 5–0 roll call.

Public Works Director John Alassen opened the presentation with a primer on the CIP, calling it “a capital improvement plan — a road map” that ties projects to cost estimates and development impact fees. Staff described the CIP process as three steps: the five‑year plan, biennial programming and the current midyear adjustments that reconcile timing and award amounts.

Why it matters: staff said most of the city's available CIP dollars are restricted or semi‑restricted — tied to a project type or a grant—so the timing of outside awards drives which projects can proceed.
