Council approves Lancaster water‑main contract, boundary adjustments, job‑description updates and appoints Laura Fuller

At its February meeting the Rathdrum City Council moved through a batch of administrative and capital items after the day’s major land‑use hearing.

Lancaster Road water main: Public Works recommended awarding the Lancaster Road water‑main extension to the low, responsive bidder, Simco Development Group, at $222,222. Staff explained they secured an easement route that cut construction costs substantially compared with an in‑road alignment; city staff credited internal efforts that secured the easement and reduced the project cost by an estimated quarter‑million dollars. Council authorized the mayor to sign the contract once insurance and bonds are received.

Boundary line cleanup: The council accepted a boundary line adjustment deed that reconfigures three adjacent city‑owned lots at Celane and Main (the police building, an outbuilding/parking area, and the former city‑hall lot) into three cleaner, separate parcels to facilitate future use and disposition if needed.

Personnel and agreements: Council adopted updated job descriptions for the city engineer, city planner and building official. It also authorized the mayor to sign an agreement with Jaclyn Land Company establishing use rights to utility sleeves installed under Highway 41 (the sleeves were paid for by the landowner and the agreement records the parties’ rights and expectations; it does not guarantee annexation of the adjacent property).

Appointment: The council appointed Laura Fuller to the vacant council seat after a brief candidate statement and a confirming vote.

Why it matters: The Lancaster water‑main award is an immediate capital investment expected to reduce dead‑end piping, improve distribution redundancy and support future developments; the boundary and job‑description items are administrative but clear the way for future projects and staffing. The Jaclyn sleeves agreement formalizes rights to infrastructure installed during a Highway 41 project and clarifies expectations about future annexation dialogue.

What’s next: Staff will return to council with construction notices and schedules for the Lancaster contract once the contractor provides bonds and insurance; planning and public‑works staff will proceed with the boundary and personnel implementation steps. Fuller will be seated on council and will participate in future hearings and votes.
