Staff noted Metro grant conditions: if a trolley’s appraised value exceeds $10,000, the city may owe a payment to Metro (the Metro-share formula was discussed); if appraised values are $10,000 or lower the city could retain the units without payment. Councilmembers debated options ranging from low-cost cosmetic restoration for photo displays to a full interior refit for retail use; the interior-refurbishment option carried much higher cost estimates and was not favored at this time.
Council directed staff to proceed with the appraisal and return with the results and recommended next steps, including the costs and maintenance implications of any refurbishment option.
