Board reviews Perkins CTE local plan and a slate of CIP facilities projects; several items set for April 21 votes

Operations staff then reviewed multiple FY26 CIP projects and requests for board review ahead of an April 21 vote. Mr. Snipes summarized these items:
- D.J. Montague Elementary entry widening: CIP budget $163,000; speaker reported a current remaining construction balance of about $128,000 and recommended board review prior to an April 21 vote.
- Bright Beginnings North Campus permanent easement request: Dominion Energy/Virginia Electric and Power Company requested a perpetual, no‑cost easement at 7311 Richmond Road to install and maintain underground conduits; administration asked the board to be ready to approve the right‑of‑way and permanent easement on April 21.
- Matthew Whaley auditorium refurbishment: CIP budget $375,000 with a remaining balance after design of $310,890; work would include lighting, sound, seating, paint and A/V upgrades with a projected start June 15 and substantial completion August 14, 2026; staff discussed possible phasing to respect community and historical concerns.
- Laurel Lane roof partial replacement: FY26 CIP item budgeted at $520,000.
- Toano Middle School glass atrium panel replacement: FY26 CIP $172,000 for targeted panel replacement and sealing.
- Berkeley Middle School gym refurbishment: FY26 CIP $166,600 to replace bleachers, goals (electric), and partitions.
- Berkeley Middle School auditorium and gym roof replacement: included in FY26 CIP; staff asked the board to be prepared to vote April 21.
Board members asked clarifying questions about construction phasing, historical building constraints, and funding relationships with city/county allocations. Administration said many projects were approved in the FY26 CIP and noted some city‑earmarked projects did not receive full county funding; conversations with the interim city manager about reserve funds were ongoing. Several items will return as formal purchase requests and motions for the April 21 meeting.
