Forest Park’s City Council on March 16 approved a series of routine contracts and a quarterly general-fund budget amendment while setting follow-up steps on several contested items.
The council approved an annual contract renewal for on-call electrical services with three vendors and approved a purchase and maintenance agreement for a new Lifepak and Lucas device for emergency services. Council also voted to enter a new ambulance/EMS billing collection contract with Trinity EMS Consultants, a revenue-generating firm that will receive 6% of monthly collections under the contract described by staff.
Finance staff presented a quarterly amendment to the FY2025–26 general fund. Council approved an ordinance-style realignment that staff said increases the general-fund appropriation from roughly $43.8 million to about $44.3 million to reconcile recent revenue and expenditure activity; staff said the amendment reallocated approximately $437,780 to realign departmental accounts and that further realignments may follow before the fiscal year end.
The council also approved a contract to add modules to the city’s OpenGov system (listed in the packet as an Aerosoft/Kerosoft cooperative purchase) to expand procurement, property-tax and asset-management functionality. Council members pressed staff for details about overlapping systems (Tyler ERP) and implementation and asked for contract and training information.
Separately, the council voted not to renew a sound-equipment services contract after several council members described poor performance at city events. Council voted to table — and direct staff to collect resident input — on a separate special-facility request for Kowana Stadium from Georgia Massband after neighbors raised noise and late-night activity concerns. The council approved a United Way fee waiver for an April 25 maternal health expo and approved a District One commissioner’s facility request while asking the city attorney to draft a policy limiting political campaigning on city property near elections.
