Trustees review bond-funded projects: architect and construction increases, sewer work, tech and network upgrades

Tomball ISD staff used the March 16 workshop to brief trustees on multiple bond-funded facility and infrastructure items slated for action at the March 17 business meeting.
Architectural and site work: staff explained an increase to Arcadis (architect) fees to add work for the Tomball West High School competition soccer field; the district said the field cost was contemplated in the overall project budget and that the architect fee percentage remains unchanged. "That high school came in at such an incredible price...We could never build that school for what we've paid today," a district official said while describing project outcomes.
Sanitary sewer contract: trustees reviewed an increase to the Denco, Inc. contract (new total reported at $4,745,094) for the sanitary main that will connect the West complex to the district wastewater plant. Questions focused on borings versus open-cut work and permit delays; staff clarified prior vendor remobilization did not occur, no payment was made to that vendor, and the district moved to a different contractor.
Technology and network: the board discussed multiple technology procurements — interactive flat panels, student and staff devices for Tomball West and Creekside Park campuses, district-wide network infrastructure upgrades and cabling replacement — funded from 2025 bond proceeds. Trustees asked why the recommended cabling vendor was not the lowest bid; staff cited references, prior experience and an evaluation rubric used in vendor selection.
Other bond items: staff also previewed Arcadis architectural fees for security-vestibule projects across campuses and gym-floor replacement work at several buildings, with total amounts included in the backup materials.
Next steps: several items will appear on the March 17 consent/considered agenda for formal approval; trustees signaled readiness to proceed pending final assurances on scope and budget alignment.
