WMSC elects Conklin chair, unanimously adopts 2025 annual safety report

The Washington Metrorail Safety Commission elected Secretary Treasurer Conklin as chair for a two‑year term beginning March 28, 2026, and unanimously approved its 2025 annual report during its public meeting on March 16, 2026.
Commissioners moved and seconded nominations and approved each officer by voice vote. The commission also voted unanimously to publish the 2025 annual report, which will be distributed to the District of Columbia, Maryland, Virginia and the federal government, provided to WMATA leadership, and posted publicly.
The annual report summarizes the WMSC’s oversight in 2025, including audits, inspections, corrective action plans (CAPs) and the safety certification reviews that supported WMATA’s system‑wide activation of automatic train operation (ATO). Dr. Meyer, representing WMATA staff, told commissioners the agency also submitted required technical data to the Federal Transit Administration on schedule.
The approvals at the meeting were unanimous. As the minutes were accepted, Ms. Silba announced, “The vote um is unanimous, six yay, zero nay.”
Why it matters: the annual report and new officer slate formalize the commission’s leadership and provide elected officials and the public an audited, public record of oversight activities and identified safety issues from the previous year. The WMSC said the report will help maintain transparency about its continued oversight of ATO rollout, vehicle certification and CAP effectiveness.
The commission said it will continue routine reviews and provide updates as major milestones and safety issues arise. The next public meeting was scheduled for April 14, 2026.
