Alma City moves forward on sewer laterals and approves Pine Avenue special assessment district

City public services staff briefed the commission on planned water main and sanitary sewer work that will accompany a street project and recommended creating individual laterals for properties that currently share connections.
Staff said camera footage showed several deteriorated lateral lines and recommended replacing laterals as the street is milled and resurfaced. The proposal includes extending the sanitary main north to Superior Street so properties on the north half of the corridor could obtain individual laterals without tearing up a new street in the future. Staff estimated the additional sewer extension and related work at approximately $167,000 to be paid from the sewer budget, with laterals placed as a special assessment district (SAD) for affected properties.
At the 6 p.m. public hearing on Special Assessment District No. 1 of 2024 for Pine Avenue sanitary leads, staff reported that field tests found limited lateral replacement needs in much of the project area and there were no members of the public who spoke. The commission closed the hearing and, by motion, adopted the final SAD roll and approved the resolution to construct sanitary sewer service leads on Pine Avenue.
Staff said the laterals work is timed to avoid future street cuts by installing laterals while the street is already open for water main work and milling. Commissioners asked property-specific questions including basement elevations and whether basements would require ejector pumps to connect to the new main; staff advised that deep basements may need ejector systems.
