Commissioners ratify proclamations, personnel moves and infrastructure agreements; arts group receives $8,000

The board also adopted joint proclamations declaring April 2026 Child Abuse Prevention and Awareness Month and April 2026 Occupational Therapy Month.
Arts and community support: The board approved disbursing $8,000 from the FY 2025-26 budget to the Churchill Arts Council. Robin Jordan, the council's executive director, summarized expanded programming, gallery exhibitions and community partnerships.
Infrastructure and intergovernmental items: The board set a public hearing (April 15, 2026) for a package of code updates and to move design details into a separate county design manual. It approved a Local Public Agency agreement with the Nevada Department of Transportation for construction of Sand Canyon Road (NDOT will reimburse the county; the Navy is funding construction through FHWA) and approved a Defense Access Road Agreement with the U.S. Navy that includes a maintenance obligation for the Navy while the county retains right-of-way.
Other items: The board ratified a letter of support for the City of Fallon's water storage tank funding request (reciprocal to a prior Fallon letter supporting the county), approved an advanced payment of $4,800 to cover burial costs submitted by the public administrator (with one commissioner abstaining because of a family relationship), and ratified hiring an office specialist in lieu of a permit technician to better match duties and reduce budgeted grade levels.
