The temporary regulations waive location and special‑use permit requirements that currently limit permanent short‑term rentals to Old Town Belton and properties over three acres; registration, inspection and tax requirements remain in effect and approvals will be handled administratively by staff.
Staff said the change responds to multiple inquiries and anticipated tourism benefits for local businesses. Council members asked whether enforcement would change under the temporary regime and whether an online listing (Airbnb/VRBO) should be treated as evidence that a property must obtain a license. Staff answered that they typically use listings to identify properties, notify owners, and secure compliance; they also said allowing a legal route to operate during the limited period improves enforcement prospects and ensures tax collection.
The first reading passed by voice vote. Staff indicated applications could be submitted before June 1 but licenses will not be issued before that date and will expire July 31.
