FCPS policy committee moves to decommission two legacy policies and fold content into broader governance and curriculum rules

The Frederick County Public Schools (FCPS) policy committee voted to forward staff recommendations to the full board to decommission two long-standing policies and incorporate their content into broader policy documents.

Staff told the committee that Policy 510 (copyright laws), adopted in June 2009, has not been updated and that most local education agencies incorporate copyright language into curriculum policies. "The copyright laws policy was adopted in June of 2009 and has not been updated since," a staff member said, and staff recommended folding its provisions into the curriculum policy when Policy 500 returns to the committee.

Committee members moved and seconded a recommendation to send the decommissioning proposal to the board; no objections were recorded. Separately, staff recommended decommissioning Policy 515 (also adopted in June 2009) and folding its content into Policy 100 (which addresses the board's responsibilities and the power to create policies) rather than into Policies 101 or 106. A staff member explained that Policy 100 already articulates the board's authority to adopt policies, making it a logical home for Policy 515's provisions.

Both recommendations will be presented to the full board as part of the committee's packet; the committee advanced the items for board consideration. The committee did not record a roll-call tally for these motions during the meeting; staff reported that motions carried without stated objection.

Next steps: the recommendations to decommission Policy 510 and Policy 515 will be included in the board packet for the upcoming board meeting, per staff direction.
