Westmont approves $1.15 million alley reconstruction contract and related engineering agreements

Director Reese told trustees the village received eight bids and the low bid was roughly 23% below the engineer's estimate; the second low bid was only 2.38% higher than the winner, indicating a tightly clustered bidding field. The alley reconstruction covers the block bounded by 55th Street, West Quincy Street, Washington and Hudson and will include asphalt pavement, concrete edge restraint, storm‑sewer work and restoration.
The board also approved a $155,550 phase‑3 construction‑engineering agreement with Thomas Engineering Group LLC to provide construction administration, field inspection and project documentation for the alley project. Reese said this phase covers the engineering services necessary during construction.
Separately, the board authorized a $45,390 construction‑engineering agreement with Baxter & Woodman Inc. for the water treatment control plant system demolition and chlorination‑system replacement; that agreement covers part‑time field inspection, shop‑drawing review and startup assistance while the village will manage most day‑to‑day contractor coordination in‑house.
All three items were approved by roll call votes. Director Reese said the alley program is part of an ongoing multi‑year effort that ranks and addresses the worst alleys first to resolve drainage, access and winter‑maintenance problems.
Next steps include finalizing construction contracts and beginning field work and inspection once preconstruction items are completed.
