Irmo council unanimously adopts procurement update, annexation and new recognitions; swears in associate judge, postpones DOJ grant

The Town of Irmo council on Jan. 27, 2026, unanimously approved several administrative and land-use measures and completed a personnel appointment during a meeting at town hall.
The council approved the second and final reading of Ordinance 2601, which updates the town's purchasing and procurement procedures from the existing 2001 version, and adopted Ordinance 2603 to annex 2.34 acres at 10005 Broad River Road into the town with a requested CG (General Commercial) zoning. Both ordinances were adopted on unanimous roll calls; the clerk called the roll and each member voting responded in the affirmative (Mr. Ward, Mr. Pinfield, Miss Coleman, Dr. Waldman and Mayor Daniels).
Council also adopted two resolutions in new business: Resolution 2601 (listed on the agenda as establishing “Junth” as an official town holiday in the transcript) was moved by Councilwoman Coleman and approved by roll call; Resolution 2602, introduced by Councilman Ward, creates a twice-yearly “Heart of Irmo” award to recognize local volunteers and community members and was adopted after Councilman Ward described nomination and committee-review procedures. The council also approved Resolution 2603 establishing a town purchasing policy as presented by staff.
Staff reported a $396,000 award of community project funding from the U.S. Department of Justice intended to purchase and outfit six police vehicles but said the town had not yet received the required documentation. Staff asked to postpone acting on acceptance of the grant; the council voted unanimously to postpone consideration until the Feb. 17 meeting.
In personnel action tied to the meeting's executive-session agenda item, the council approved the appointment and contract for Edward (Ed) Lewis as associate municipal court judge. After the vote, Mr. Lewis was administered the oath of office and sworn in during the meeting; members praised his experience in the magistrate system and welcomed him to the town court bench.
The council adjourned after completing the agenda. The postponed DOJ grant acceptance will return to the Feb. 17 council meeting for action.
