Housing Authority approves FY 2026–27 annual PHA plan for Section 8 program

The Southgate Housing Authority held a public hearing and approved its fiscal year 2026–27 annual Public Housing Agency (PHA) plan on March 24, the authority announced in a presentation during the evening session.
Carol, presenting on behalf of the Southgate Housing Authority, said the PHA administers 671 housing vouchers including Housing Choice Vouchers (Section 8), emergency vouchers and the foster‑youth transition vouchers; the program currently assists approximately 379 families. The annual plan is a federally required document under the Quality Housing and Work Responsibility Act and includes organizational and operational updates, performance metrics, and goals such as strengthening leasing efforts, optimizing budget utilization, conducting Housing Quality Standards inspections, expanding landlord participation, and pursuing CDBG and HOME grant support to increase the local housing stock.
Staff noted the PHA’s high‑performer designation and emphasized continued fair‑housing outreach in cooperation with the Fair Housing Foundation of Long Beach. The housing authority resolved to approve the annual plan, authorize the chairperson to execute certifications (civil rights and PHA compliance) in a form acceptable to the city attorney, and authorize the executive director or designee to submit the plan and certifications to the U.S. Department of Housing and Urban Development.
The motion passed on a recorded vote and staff said they would file required notices and proceed with HUD submission as directed.
What happens next: The chair will execute the required certifications and staff will submit the FY26‑27 PHA plan and supporting certifications to HUD as required for federal compliance and continued voucher administration.
