Resident urges city action after recurring drainage damage to home on North Spring Street

Carl Atkins, a resident of North Spring Street, addressed the Lampasas City Council during public comment on March 9 and described recurring flooding, a clogged culvert beneath North Spring Street, and repeated damage to his driveway and house. "It fills up from the sledge coming down from summer and above and plugged up the drain goes over the road tears up the road and we're damages my house which is done twice already," Atkins said.
Atkins said crews had marked trees and started work earlier in the year but that the project stopped short of his block. Staff replied that the drainage work had been funded through a CDBG drainage project that was engineered and scoped downstream and that state funds did not extend to Atkins’s portion of the roadway. Staff added that any additional public-works expenditure over $20,000 requires full engineering and that extending the project would need a separate engineered scope and funding.
Council acknowledged the concern and directed staff to bring the matter forward for council consideration and follow up with the engineer and funding options. No formal action was taken at the workshop; staff said they would pursue next steps with the engineer and the council.
