Dog park opening delayed after contractor issues; mayor cites turf establishment and construction rework

Council discussed continued delays opening the dog park at Coleman Memorial Park. The mayor said the city has invested about $500,000 in the project and that staff do not want to open the park too early “before the grass is fully established,” which could result in muddy, damaged turf and undermine the investment.

The mayor detailed several problems that set the schedule back: a late start caused by early-season rain, a ramp that was installed at the wrong slope and had to be torn out and rebuilt, missed or inconsistent watering after seeding, and ruts caused by a small dump truck driving through the site. The mayor said those factors combined to delay full establishment of the turf and that staff and the project consultant will reassess conditions in spring.

When asked whether the contractor’s performance was a factor, the mayor said yes, acknowledging contractor problems contributed to delays. The mayor said she will try to provide a clearer timetable at the next report but cautioned that the opening could depend on weather and further assessment; an answer by Monday’s meeting was possible but not guaranteed.

The discussion noted the city must balance timely public access with protecting the long-term value of the turf investment. Council members asked for clearer public communications about reasons for the delay; the mayor said staff had provided an update last fall and that she intends to offer another status report in spring.
