Lucy described the crisis care center as a $15.2 million project intended to provide walk‑in mental‑health evaluations, 3–7 day residential stabilization, a voluntary 23‑hour crisis stabilization program (the presenter said 23 hours is a regulatory limit), medical detox services and allied supports including peer recovery specialists and care coordination. Horizon plans to serve residents from Lynchburg, Amherst, Appomattox, Bedford and Campbell counties.
Lucy also highlighted programs that aim to reduce hospital readmissions, in‑school services, and outreach to pregnant and postpartum women with substance use disorders (Project Link). She said some services are already in Appomattox schools and that the crisis center will provide a trauma‑informed model designed to keep people close to their support networks.
