At the March 23 meeting of the Plain City Council, NOPEC representative Mr. McDonald summarized public outreach on the village’s electricity and natural‑gas aggregation programs and outlined the enrollment timeline.
McDonald said NOPEC conducted four public hearings that day and planned a three‑week opt‑out period in May when residents will receive letters explaining they will be automatically enrolled unless they return an opt‑out form. He emphasized that households currently under private supply contracts would not be displaced: “Anybody that’s currently in a supply contract for electric or natural gas, that contract would not be superseded by the NOPEC and Plain City aggregation,” he said; residents can join the aggregation when their contract expires.
Council members asked no substantive policy questions at the public session. The council took first readings on ordinances related to joining NOPEC for electricity and gas and on plan‑of‑operation documents; those ordinances will return for second reading before final approval.
Administrator Miss Lupton and NOPEC staff said they will coordinate outreach and suggested community events during the opt‑out period to help residents understand the program and letters they will receive. Residents who receive an opt‑out notice can return the prepaid reply envelope to decline enrollment.
Next steps: the council will consider second readings of the ordinances authorizing membership and adopting governance documents; the opt‑out mailing and outreach are scheduled for the May opt‑out period.
