Budget committee reviews outside‑agency requests, $15,000 algae‑study ask and LAD rec center budget shift
Summary
Committee moved many outside‑agency requests into a single line for clarity, reviewed a $15,000 request from the 30‑mile watershed group for a professional algae‑bloom assessment, and agreed to fold LAD Rec Center building costs into the town’s land/buildings budget while program costs sit under recreation.

Town manager Shannon McDonald summarized a reorganization of outside‑agency line items to show the town’s net contribution to outside organizations. McDonald listed organizations now in the outside‑agencies section, including the library, Wayne Cemetery Association, KBEC Valley Humane Society, KBEC Land Trust and local watershed groups.
McDonald noted the 30‑mile watershed organization requested an additional $15,000 to fund professional environmental research into an algae bloom affecting the local lake referenced in their materials. "Fifteen thousand is for more research — specifically for Andogen leak (spelled in the request)," McDonald said when describing the separate supporting letters the group filed with the select board. Staff described the $15,000 as a one‑time research step that might not recur if next‑year actions are no longer required.
Separately, the committee discussed the LAD Rec Center budget: staff plan to include building‑related operating costs and maintenance in the town’s land and buildings budget while program payroll and operating expenses will be reflected under recreation. The change is intended to present the center’s overhead costs transparently in town budgets; staff also noted a request for about $8,000 for new chairs and possible heat‑pump work for the building.
Committee members agreed to a final review at the next meeting and asked staff to ensure the warrant articles and explanatory language are clear to voters.
