Montgomery Moving Forward to transition ECE work to statewide coalition led by See Impact

Sharon Freemen of Montgomery Moving Forward described the coalition as a way to knit together public, private and nonprofit resources to pursue three priorities: (1) establish a statewide early‑care workforce registry; (2) build a birth‑to‑5 career lattice to align preparation and advancement; and (3) clarify and align regulatory and credential requirements across the birth‑to‑5 system. Freemen said the coalition grew from an 18‑month local effort and aims to expand statewide advocacy and implementation.
Chris Watson, identified as executive director of See Impact, will serve as the coalition’s lead. Presenters said the coalition brings together about a dozen advocacy organizations and will assume Montgomery Moving Forward’s local early‑care work in July. Watson said the group has studied other states’ registries and implementation options and provided preliminary cost estimates to guide planning.
Council members welcomed a statewide organizing approach while pressing for clarity about governance, funding sources, and how the coalition’s work will align with state agencies and county implementation steps. Presenters said they will coordinate with county staff on local workgroup deliverables and with state legislators and agencies to seek legislative and budgetary support for the registry and career lattice.
