Christian County approves routine contract renewals and $90,500 in work orders for maintenance building

Purchasing staff member Ms. Kim presented a one-year renewal of ITB 2022-25 with Online Solutions, doing business as CitizenServe, for planning and development software. The renewal is the third option year (the contract began in 2022) and reflects reduced licensing from 11 to 9 seats; the contract price for the renewal period is $18,900. The commission approved the renewal by motion and voice vote.
The commission also approved a one-year renewal of RFP 2023-2 for forensic autopsy and pathology services with Southwest Missouri Forensics. Staff said the provider requested a $50 per-case increase for the most common service (complete autopsy with drug panel, now $2,600) and for related drug-panel services. Coroner Mary Armitage, introduced for the item, told the commission she has handled about 15 autopsies so far this year and that the county has recorded about 96 deaths under county purview; the commission approved the renewal after discussion about service volume and lab cost increases.
For project work, staff presented two related work orders for revisions to the West Jackson maintenance building: Great River Engineering phase two, not-to-exceed $46,500 on an hourly basis to account for plan revisions and remove scope tied to a recycling structure; and a G&H Architects amendment for $44,000 covering construction documents, bidding/permitting and construction-phase services. The auditor had reviewed both items and staff said invoicing may extend into 2027. The commission approved both work orders by motion and voice vote.

Next steps: Staff will execute the renewals, issue quarterly payments per contracts and return executed work orders to contractors for scheduling and invoicing.
