Christian County approves first-year reductions, $80,000 cap for Highway 2026 road grants

The Christian County Commission voted to approve the FY26 Highway 2026 sales-tax distribution program, the start of a five-year plan that will reduce awards by 20% each year.

Miranda, who presented the program, said the FY26 maximum award will be $80,000 per special road district and that six special road districts submitted applications for projects such as chip-and-seal work, hot-mix overlay, milling and culvert repairs. Miranda said she revised scoring to "maximize our distributions" in light of the planned phase-down and confirmed that payments will be released quarterly at 25% per quarter.

Why it matters: Commissioners said the adjustments aim to give districts time to adapt and to avoid an abrupt loss of funding. Miranda noted larger projects may be eligible for alternative funding streams such as SEMCOG or the regional bridge program, and staff will continue to monitor projects to ensure compliance with intergovernmental agreements.

Commissioners discussed program design and outreach. One commissioner suggested inviting the six special road districts to present updates periodically so the commission can better understand local needs. Staff said an emergency or contingency fund exists for larger failures such as major bridge work, and acknowledged that some districts (noted example: Saline) had expressed concern about the reductions but that staff had discussed other assistance options.

The commission approved the distribution program by motion and voice vote.

Next steps: Staff will begin disbursing funds per the revised schedule, monitor project completion and continue outreach to special road districts about grant and cost-share opportunities.
